Olson (current National Taxpayer Advocate) released the year-end report which focuses on three main concerns: the need for tax reform, budget increases to aid the IRS in better serving taxpayers and collecting taxes, and a more diligent effort to assist victims of tax-related identity theft and return-preparer fraud.<\/p>\n<p style=\"text-align: justify;\">In regards to tax reform, Olson noted compliance burdens and the magnitude of \u201ctax expenditures\u201d as key concerns.\u00a0 She also claimed that \u201cTax policy decisions and revenue decisions should be made separately and then married up.\u201d\u00a0 Recommendations to improve this issue include two items, as noted in the IRS press release:<\/p>\n<ol style=\"text-align: justify;\">\n<li>Lay the groundwork for tax reform by holding meetings with constituents to discuss the complexity of the existing tax code and the trade-offs between tax rates and tax breaks that tax reform will require.<\/li>\n<li>Apply a \u201czero-based budgeting\u201d approach to comprehensive tax reform that starts out with the assumption that all tax benefits will be eliminated and then adds a benefit back only if Members conclude that, on balance, the public policy benefits of providing that benefit through the tax code outweigh the complexity it imposes on taxpayers.<\/li>\n<\/ol>\n<p style=\"text-align: justify;\">Recommendations for budget increases and the assistance for victims of identity theft were also provided.<\/p>\n<p style=\"text-align: justify;\">Other \u201cserious problems,\u201d as detailed by the year-end report, include the following:<\/p>\n<ul style=\"text-align: justify;\">\n<li>The IRS\u2019s failure to provide tax refunds to victims of preparer fraud.<\/li>\n<li>The IRS\u2019s extraordinarily high audit rate of taxpayers who claim the adoption tax credit.<\/li>\n<li>The IRS\u2019s Offshore Voluntary Disclosure program and their failure to distinguish adequately between \u201cbad actors\u201d and \u201cbenign actors.\u201d<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">A detailed summary of this report can be found <a href=\"http:\/\/www.irs.gov\/uac\/Newsroom\/National-Taxpayer-Advocate-Delivers-2012-Annual-Report-to-Congress\">on the official IRS website<\/a>.<\/p>\n<p style=\"text-align: justify;\">The National Taxpayer Advocate submits two annual reports to the House Committee on Ways and Means and the Senate Committee on Finance.\u00a0 The first report is due every year at the end of June and must detail the TAS\u2019s objectives for the upcoming fiscal year.\u00a0 The second report is due on December 31<sup>st<\/sup>, and, in addition to other requirements, must identify 20 of the most serious problems encountered by taxpayers.<\/p>\n<h3 style=\"text-align: justify;\"><strong>UAC\u2019s Training Programs Will Help You Gain That Competitive Edge<\/strong><\/h3>\n<p style=\"text-align: justify;\">Universal Accounting Center offers the best accounting, bookkeeping and tax training available.\u00a0 Consider growing your tax preparation business by offering additional services to potential clients, like accounting.<\/p>\n<p style=\"text-align: justify;\">Most of your competitors don\u2019t offer specialized small-business accounting services.\u00a0 But after completing the\u00a0<a href=\"http:\/\/www.universalaccounting.com\/find-something-in-high-demand.html\" target=\"_blank\" rel=\"noopener\">Professional Bookkeeper (PB) program<\/a>, you can!
