Olson (current National Taxpayer Advocate) released the mid-year report which noted three main concerns: how budget cuts will impact the IRS\u2019s ability to serve taxpayers, the IRS\u2019s unwillingness to release full refunds to tax fraud victims, and insufficient procedures in assisting identify theft victim.<\/span><\/p>\n<p style=\"text-align: justify;\">The following specific challenges were listed as items requiring resolution:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Relieving the financial harm suffered by victims of tax return preparer fraud.<\/li>\n<li>Conducting adequate oversight of the tax return preparer industry.<\/li>\n<li>Providing effective, timely and taxpayer-centric relief to victims of identity theft.<\/li>\n<li>Utilizing effective and timely collection alternatives to minimize taxpayer burden while reducing the number and dollar amount of balance-due accounting.<\/li>\n<li>Conducting education and outreach to taxpayers about their responsibilities under the Affordable Care Act.<\/li>\n<li>Resolving erroneous revocations of the tax-exempt status of small \u00a7 501(c)(3) organizations and failing to provide them with a pre-revocation administrative appeal.<\/li>\n<li>Establishing less draconian and more reasonable \u201csettlement initiatives\u201d for the millions of taxpayers who have legitimate reasons for overseas bank and financial accounts and whose failure to file reports was merely negligent.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Olson also released a special report focusing on the IRS\u2019s questionable procedures in assessing taxpayers claiming exempt status.\u00a0 She explained, \u201cToday, the IRS is an institution in crisis.\u00a0 In my view, however, the real crisis is not the one generating headlines.\u00a0 The real crisis facing the IRS\u2014and therefore taxpayers\u2014is a radically transformed mission coupled with inadequate funding to accomplish that mission.\u00a0 As a consequence of this crisis, the IRS gives limited consideration to taxpayer rights or fundamental tax administration principles as it struggles to get its job done.\u201d<\/p>\n<p style=\"text-align: justify;\">A detailed summary of this report can be found <a href=\"http:\/\/www.irs.gov\/uac\/Newsroom\/National-Taxpayer-Advocate-Identifies-Priority-Issues-for-Upcoming-Year;-Reports-on-Exempt-Organization-Review-Concerns\">on the official IRS website<\/a>.<\/p>\n<p style=\"text-align: justify;\">The National Taxpayer Advocate submits two annual reports to the House Committee on Ways and Means and the Senate Committee on Finance.\u00a0 The first report is due every year at the end of June and must detail the TAS\u2019s objectives for the upcoming fiscal year.\u00a0 The second report is due on December 31<sup>st<\/sup>, and, in addition to other requirements, must identify 20 of the most serious problems encountered by taxpayers.<\/p>\n<h3 style=\"text-align: justify;\"><strong>UAC\u2019s Training Programs Will Help You Gain That Competitive Edge<\/strong><span style=\"font-size: 1.17em;\">\u00a0<\/span><\/h3>\n<p style=\"text-align: justify;\">Universal Accounting Center offers the best accounting, bookkeeping and tax training available.\u00a0 Consider growing your tax preparation business by offering additional services to potential clients, like accounting.<\/p>\n<p style=\"text-align: justify;\">Most of your competitors don\u2019t offer specialized small-business accounting services.\u00a0 But after completing the\u00a0<a href=\"http:\/\/www.universalaccounting.com\/find-something-in-high-demand.html\" target=\"_blank\" rel=\"noopener\">Professional Bookkeeper (PB) program<\/a>, you can!
